All motor vehicle records are subject to the Federal Driver's Privacy Protection Act (FDPPA) and North Carolina General Statute § 20-43.1. A Wilmington Police Department crash report is a motor vehicle record. The FDPPA and G.S. § 20-43.1 require that personal information contained in these reports be closed to the public. Personal information from these crash reports may be released to individuals or organizations who qualify as one of the following exceptions under FDPPA:
1. Involved in the crash, such as the driver, registered vehicle owner, or passenger
2. Attorney representing someone involved in the crash
3. Insurance Company representing someone involved in the crash
Citizens that meet the above requirements
In Person - Must present valid ID at the Wilmington Police Department located at 615 Bess St. during the business hours of M-F 0800-1630. Prior to coming to the police department, please verify that the crash report is ready by checking for the redacted version on the P2C website or contacting us at 910-343-3600 or 910-343-3640.
By Mail - Mail the notarized request form (link to request form will be here) with a photocopy of your driver's license to Wilmington Police Dept. 615 Bess St. Wilmington NC 28401, Attn: Police Records, including a pre-paid, self-addressed envelope. ______________________________________________________________________________
Insurance Companies - Request must be on the company letterhead, with a pre-paid, self-addressed envelope. The request is to be mailed to Wilmington Police Dept. 615 Bess St Wilmington, NC 28401, Attn: Police Records. A request can also be made by sending an email to police.records@wilmingtonnc.gov from the insurance company's email account.
Attorneys - Request must be on the firm's letterhead, with a pre-paid, self-addressed envelope. A request can also be made by sending an email to police.records@wilmingtonnc.gov from the attorney's email account. ______________________________________________________________________________
